2023 Projections
2023 Fantasy Outlook
Philips was a fifth-round selection in the 2022 draft and fit as a potential slot receiver standing at 5-11 and 189 pounds. He gained some helium after showing chemistry with Ryan Tannehill during training camp and tallying six catches in Week 1 against the Giants. From there, he was derailed by shoulder and hamstring injuries that limited his ability to make an impact for the rest of the campaign. Entering 2023, he should have the chance to occupy the slot role once again assuming he can stay on the field, with Treylon Burks and Nick Westbrook-Ikhine likely the team's top outside receivers. Favorite for slot role
Philips projects as the Titans' primary slot receiver entering OTAs, Mike Moraitis of USA Today reports.
ANALYSIS
Philips was a standout in training camp and the preseason of his rookie season, though his 2022 campaign was ultimately derailed by shoulder and hamstring issues. Back to full health, Philips should have a relatively clear path to the slot role in Tennessee, as the team failed to make substantial additions to its wide receiver corps during the offseason while also losing Robert Woods. In addition to being unproven, Philips could be held back as the team often turns to two tight-end sets, and the offense still runs through Derrick Henry.

Rashee Rice isn't the only Chiefs wide receiver moving up draft boards this May. Meanwhile, Patrick Mahomes and Travis Kelce are slipping with WRs becoming more popular in the early rounds.

Zay Jones soars to the top of Week 13 waivers lists after hitting the Ravens for 11 catches and 145 yards. It was a surprise to most, but perhaps not for Target Breakdown readers.

Things haven't gone as planned for the Cardinals, Panthers and Chargers, but all three got encouraging Week 9 performances from their 2021 Day 2 picks at wide receiver.

Sauce Gardner vs. Stefon Diggs would be an interesting matchup, but the Bills should be able to keep Diggs away from Gardner.
2022 Fantasy Outlook
The Titans spent a fifth-round pick on Philips in the 2022 NFL Draft and measurables such as the 5-11, 189-pounder's 4.58 40-yard mark could make him easy to dismiss. However, a deeper dive provides at least some intrigue, as Phillips was a four-star and top-300 recruit nationally in 2018. At UCLA, he logged a 92nd percentile target share while working out of the slot, and also regularly returned punts. The latter could be his immediate role during his rookie season, and Philips could see snaps in the slot if Nick Westbrook-Ikhine fails to take hold of the team's third receiver role
