2025 Fantasy Outlook
A 2022 fifth-round pick with average physical traits, Shakir has improved his role and production with each passing season, becoming valuable to the Bills despite rarely venturing downfield. A lot of his stats from last season resemble those of a tight end -- 76 percent catch rate, 10.8 yards per reception, 5.4 aDOT -- and his 597 yards after the catch were third most among WRs even though 33 receivers had more targets than his 100. Shakir also finished top 20 at the position in target rate (24.4 percent of routes) and yards per route (2.00), numbers that typically correspond with something like WR2 fantasy value. Instead, he was more of a WR3 in PPR leagues, and not even that under standard scoring, limited by a lack of playing time in formations with fewer than three WRs. That's especially problematic in Buffalo, where the offense makes frequent trips to the red zone and relies on power rather than finesse upon getting there. That's part of why Shakir's list of outlier stats is such a long one, including just three career drops and three targets inside the 10-yard line. Most of those trends figure to continue, at least to some extent, as there's no immediate reason for the Bills to shift back to the spread-out, pass-happy attack they deployed prior to making Joe Brady their playcaller in mid-2023. Agrees to four-year extension
Shakir and Buffalo agreed to terms Tuesday on a four-year contract extension worth up to $60.2 million, Adam Schefter of ESPN reports.

The 2022 fifth-round pick led the Bills in targets, catches and yards during the 2024 regular season, posting a career-best 76-821-4 receiving line on 100 targets. The sure-handed slot specialist also had exactly six catches in all three of Buffalo's playoff games. Looking ahead to the 2025 campaign, Shakir's ability to create yards after the catch positions him to once again be one of Josh Allen's go-to targets.

Shakir looked like a steal in Round 5 of the 2022 Draft, coming out of Boise State after averaging more than 62 yards per game in three straight seasons. He's neither physically dominant nor lacking, having run a 4.43 40 at 6-0, 196, with mediocre marks for jumps and agility drills at the 2022 Combine. Shakir was the Bills' fourth or fifth WR as a rookie and into his second season, finally getting a bigger opportunity in the second half of 2023 after the Bills got next to nothing from Deonte Harty/Trent Sherfield and had TE Dawson Knox miss a month due to a wrist injury. While he never drew more than six targets in a single game, Shakir hauled in 39 of his 45 chances during the regular season, finishing with 611 yards (13.6 YPT) and two TDs. He then got more snaps in the playoffs with Gabe Davis absent, capitalizing to the tune of 10-75-2 on 12 targets across two games. Now Davis is gone, as is Stefon Diggs, though the Bills brought in Curtis Samuel and second-round pick Keon Coleman to make sure the burden doesn't totally fall on Shakir. That's probably smart, considering enthusiasm over Shakir's massive per-target production in 2023 is largely tempered by his extremely low rate of targets per route run (13.3 percent). The rate figures to rise with Diggs out of the picture, but Samuel, Coleman and (especially) TE Dalton Kincaid also have arguments to be the team target leader. Shakir is much more likely to settle in as a solid second/third WR than he is to truly break out.
